You need to break the snow blockers. To do this you could play near to snow blockers or try to make special candy by combining more than three same color candies. Use special candy with other special candy to break the snow blockers to find the bears.
This level only has 20 moves. I end up with more chocolate than what I started with. I am done until King does something about this. I guess they have a big party when they make a level impossible. I guess they also think by only having to get 17 chocolates instead of 20 makes it ok to cut 15 moves.
